Discretionary money and spend it on gambling. again, does the end justify the means, is one of the issues that we have to look at. and of course, you cannot expect the district attorney's office to have oversight other than if there is a problem. if someone says that there is blatant violation at one of these nonprofit organizations, then of course you know that they will go and investigate, but most d.a.'s offices are so busy that they are not going to be able to check out to see if there are violations, and that concerns me as well, because when you have so many more nonprofits involved in this type of scenario, there is no way you can have the type of law enforcement that is needed. and so, mr. speaker, i have some strong feelings that this is not going to work out well for the people of pennsylvania or for the very people it is intended to help. for those reasons, mr. speaker, i would ask the members of this general assembly to reject hb 11. thank you. the speaker. the chair thanks the gentleman. the chair recognizes the gentleman, mr. pallone. mr. pallone. thank you, mr. speaker. i rise in support of hb 11. it is with mixed emotions, however, noting that there is a small increase in the licensing fee for these organizations, but the bottom line is that it gives these organizations an opportunity to have larger payouts that will attract additional customers or more customers into their facilities for these types of games. it is absolutely a positive adventure for us to engage in. we had a number of hearings on this in the finance committee. we had heard from the organizations and the organizations that represent a lot of the charities in our communities throughout pennsylvania, and again, the volunteer fire companies, the ems services, and the other charities throughout pennsylvania, they have asked for this, and we are giving the people what they asked for, the opportunity to have larger payouts so that they can raise additional funds for the charities and the public services that they provide. again, i ask the house to vote in favor of hb 11. thank you, mr. speaker. the speaker. mr. sainato. the chair recognizes the gentleman. mr. sainato. i rise also to support hb 11. while we have had extensive hearings on this bill with the finance committee, we have heard testimony from many, many charitable organizations and fire departments and organizations that do a lot of good in our community. these limits have not been raised in many, many years, mr. speaker, and these organizations need a chance to compete. we said this; i said this earlier today, and i want to reemphasize that. give your fire departments a chance to compete; give your social organizations a chance to compete, because when you do get slots in pennsylvania, a lot of those dollars may be taken from these organizations. these organizations provide entertainment for people in a community, but what is happening, especially in western pennsylvania, they are crossing the line. they are going to west virginia because their nonprofits are able to offer a bigger prize. so we just need to put our nonprofits and fire departments and community organizations on a level playing field. that is what this legislation does, mr. speaker. we have had hearings; we have listened to all sides of the issue, and this is something we need to do, because let me assure you, in many small communities in this commonwealth.
I grew up playing poker. while the adults of the family were inside at the dinning room table throwing money in a pot and dealing cards, my cousins and i were outside around a makeshift table learning to shuffle like the pros. in recent years my love of play poker on has resurfaced, this time bent toward the kind of tournament-style poker made popular with tv broadcasts of the world poker tour and others. and as with any minor obsession, my interest has led me to study and think about as well as play the game, and it occurred to me that poker can teach us some things about investing. now don't get me wrong--poker and investing are not the same and i'd never risk my savings on a poker game. but still, there are some things to be learned from poker, and this week i thought i'd share one of them: "getting the best of it." patience and "getting the best of it" the game i play is no limit texas hold'em, the same game that appears so frequently on television. in this game, each player is dealt two cards face down and then five "community" cards are dealt face up. the community cards are used by all players in the game. in theory, any two down cards can win and in a low stakes game, any two cards frequently do win. if it doesn't cost much to wait and see what appears on the board the five community cards ; , then a lot of people stick around and that awful seven-deuce the worst first two cards you can get ; you started with may look great after two more sevens appear on the board. lots of people call to the end and who knows what kind of hand someone might luck into before it's over. but things change when the stakes go up. paying to see what comes on the "flop" the first three community cards ; may seem like the thing to do, but if that first bet could force you to risk your entire stake, then staying with seven-deuce just doesn't make a lot of sense. and here it is--the first and perhaps the most important lesson a serious poker player needs to learn is patience. not all hands are worth playing and a dollar saved not lost ; is a dollar earned. getting out of a hand when the odds of winning are slight is by far the best thing to do. wait for the right hand before putting your money at risk. in poker lingo, you don't want to play unless you have "the best of it." even if you know that patience is the way to win, it is not always easy to practice. in a poker game, throwing away hand after hand because the odds of winning are poor is just no fun. even if it's the right thing to do if you want to win, it's just plain boring. but to win, that's what you have to do: stay out of the hand if the odds are against you. the same rule applies to investing and is sometimes just as hard to follow. in poker, you look down at your hole cards and, if they're no good, you throw them away and wait for the next hand. if you're a trendsmart investor and the signal says the market is moving the wrong way, you get out of the market and wait for the next wave. but being out of the market is just no fun. if you're used to getting up in the morning to check how your investments are doing, then what do you do those mornings when you're out of the market? nevertheless and in spite of it being no fun, to make money on investments you have to learn patience. you have to learn to wait for the right time to invest. anything else is just throwing money away. it's like betting on a seven-deuce, hoping that a miracle will occur. sometimes a miracle does occur, but most of the time you just lose your money. i think there are a lot of lessons poker can teach us about being better investors. patience is the first. don't play the hand if you don't think you have "the best of it, " as the poker pros say. and if the market is moving against us, then the best thing to do is sit on the sidelines and wait for a better time. just like pocket aces won't always win in a poker game, tsi signals don't win 100% of the time. but when you start a hand with pocket aces, you know you're getting into it with "the best of it." that is, the odds of winning are in your favor. the tsi signals tell us when we have "the best of it" in the market. all we have to do is have the patience to wait for the signal. john moreland, ph.d.
