Companies had to meet to qualify was too high. the standards were weakened. many counties felt that they belonged in another "tier", one that carried higher tax incentives. so some counties, especially smaller ones, became members of another tier and some were "grandparented" in to their current tier for a few years, even when the data changed. economic developers and the state department of commerce wanted the ability to negotiate customized deals for big plants. the state opened the door to this strategy in agreements with nucor steel and federal express. policy experts from the left and right tried to stem the tide but were unable to do so. the next reform strategy was to call for a systemic analysis of the tax credits. in 1999, the department of commerce contracted for an independent study and used a set of academics, businesspersons and one reformer this one as an advisory board. some of the findings seemed to indicate that the reforms may be working, including a record-setting level of announced investment and a higher percentage of some tax credits awarded in distressed areas. other findings were not as supportive. job announcements fell by over 10, 000 between 1997 and 1998. only 69 jobs were actually created in the most distressed counties, the home counties of 328, 000 north carolinians. the investment was due primarily to three big projects lured with even greater incentives and spectacular growth in some suburban counties around charlotte and raleigh. of course, the data could be taken by some as an argument for even greater incentives. instead of questioning whether the wrench of tax incentives was the right tool to bang the nail, economic developers insisted on a bigger wrench, rather than looking for a hammer. while jobs were the political reason for the incentives, it is clear that the state's economic development is geared to promote capital investment. state leaders believed that significant capital investment would keep the factories from closing quickly and relocating again. local leaders wanted capital investment to bolster their property tax base. in 1999, companies that received specialized tax incentives estimated that they'd provide 5 million in new investment and 2100 new jobs. these companies, however, had laid off 3415 workers since 1997. worker advocates were reluctant to oppose these tax cuts out of fear for even deeper workforce reductions. after three amendments in three years to expand the use of incentives, it became clear that research and logic would not carry the day alone. rather than reflexively oppose incentives, reformers adopted a strategy to toughen the criteria companies had to meet to qualify for incentives. without much prodding, the state commerce department proposed such changes in 1999. companies now have to provide health insurance to employees, have clean workforce safety osha ; and clean environmental records to qualify for assistance. many reformers in other states have or are attempting to use these changes in their own efforts. there does not seem to be much outcry, at least publicly, from the business community. in march 2000, we pursued this strategy further by releasing an analysis comparing the minimum wage requirements to qualify for tax credits to a basic cost-of-living index and to average manufacturing wages in each county. the credits, it should be noted, are limited primarily to the manufacturing and distribution sectors. for most counties, the minimum wage requirement is ten percent above the county average weekly wage. this wage measure includes many low-paying retail trade and service sector jobs. our analysis found that in the median north carolina county, the average manufacturing wage exceeded the minimum qualifying wage by over 00 annually. one-half of north carolina counties had wage standards below a basic cost of living index. advocates are pursuing a toughening of these standards in 2001. where do we go from here? the lessons learned have led me to the following set of recommendations: tough standards resonate. policymakers seem ready to demand more from companies in return and free online poker.
